I am a service-disabled vet looking to work with area IT consulting companies to help them get into more Federal contracts by leveraging the "not less than 3 percent of the total value" provision of the Veterans Entrepreneurship and Small Biz Act of 1999. What (if any) are the requirements to establish my eligibility for this? Do I need to be GSA approved? Do I need to have been in business for a certain length of time? Where can I find more details about how to get up and going on this?

One of my business goals is to assist other service disabled veterans by teaching them a new skill. This skill would allow those who need it for thier disabilities to learn to operate a computer with their voice, and, if they are interested, to pursue a new career with that skill. This skill allows individuals to work from home in many instances.
