Funding For New Business Startup Involving Real Estate Construction

I'm trying to locate all funding opportunities available to me in constructing a facility that will be used to provide purchasable live work lofts to veterans and giving them a percentage of their mortgage back for the first five years to ensure the success of the veterans' business.
We are also looking at working in a cooperative manner with veteran homeless programs and allow veterans graduating from these programs to purchase our live work lofts at an affordable guarantee approval rate.
We are open to all suggestions and forms of funding no matter how small or large.
