How to create an accurate startup funding proposal for project that requires land purchase and building construction.

I have a project that I'm trying to write a business plan for that requires the purchase of land and construction of the facilities. How do I go about making sure I request the appropriate amount of funding if I haven't acquired the land yet because I'm wanting to use available resources to acquire the land and build the facilities?

The project is called Veteran Live Work Lofts allows veterans to own property and operate a business out of the same location without paying for two locations on a business start-up budget. We feel like by helping veterans develop businesses we're taking care of America's homeless problem, and its decreasing job market.

Under our program during the first five years, we will give the veteran a percentage of his/her mortgage back at the end of the year so that they can put that money back into their business.

The plan is to have 174 units in a 20 floor building with 5 floors of each unit. 50 1Bedroom Units with attached work loft, 45 2Bedroom Units, 40 3BRUs, & 40 4BRUS.

I also wanted to know the best places to go in Los Angeles, Ca or surrounding areas, to get assistance with writing my business plan. Since the project is construction based, I believe I would probably need the help of someone experienced in all phases of construction.

I'm planning to purchase the property in Los Angeles' Enterprise, Empowerment, or Hub Zones. Any information on funding opportunities will also be helpful.
