The thing that really wins contracts is Past Performance. Until you gather some traction in that area, it is a crap shoot to win a contract.
Make sure you get registered on CCR.gov is an Emerging Business.
Research FedBizOpps.gov and search for Sources Sought in your area of interest.
Mr. Mingey is correct: check out all of the help you can.
That would of course depend on the contract. I would suggest you reach out to the Office of Small and Disadvantaged Business Utilization (OSDBU) in each of your target Federal Agencies, e.g. Homeland Security, DoD, etc. Tell them about your product or service and ask the requirement. Some don't require any but if they do, research the time to get if you don't possess them.
